Go underground
Lean into the island's underground history: the catacombs in Rabat, wartime shelters and the layered tunnels under Valletta. Then reset with something warm to eat nearby. Rabat and Mdina back to back make a complete rainy-day circuit with minimal exposed walking.
The museum and cafe move
Choose one major indoor stop, stay longer than you normally would, and build the day around a good coffee and the streets immediately around it. Valletta is ideal for this: the distances between cover points are tiny, and the city looks dramatic under heavy skies.
Keep one eye on tomorrow
Wind passes quickly here. Use the slow day to book a table, plan the next sea day and check which coast will be sheltered tomorrow. A windy day on one side of the island often means a perfectly calm one on the other.
